The Trust Fund will allocate financial resources through existing local programs, prioritizing support for owner-occupied home repairs, housing emergency relief, and down payment assistance to help residents transition into homeownership.

Duncan Gray emphasized the necessity of aligning the community’s resources effectively to prevent redundant efforts in tackling housing challenges. In addition, Dr. Janice Antonow highlighted the commission’s proposal to expand housing incentives, which would involve offering tax abatements to developers who comply with the affordable housing ordinance.

The commission is also advocating for an amendment to a Mississippi statute that would allow public schools to sell or lease property for community improvement initiatives, such as developing affordable housing. Furthermore, the commission is actively monitoring the influence of short-term rentals on the availability and affordability of housing within the region.

In terms of outreach, the commission has taken various steps to increase community awareness and participation, including distributing press releases, updating the Housing Resource Guide, and organizing events like LOU Project Connect. This initiative aims to link residents with essential housing and food resources.

A new property subcommittee has been established to gather and evaluate potential properties for affordable housing development, demonstrating a proactive approach to increasing housing options in the area. In collaboration with OX Place and Equans, a project is set to commence that will construct 51 sustainable council and shared ownership homes on the site of a former special education school in Littlemore. This development will feature 27 flats available for social rent and 24 flats for shared ownership, expected to be more affordable than the standard market rates.

The Oxford Affordable Housing Commission was created in 2021, aiming to implement ordinances that combat the continuous rise in housing costs exacerbated by the growing demand and limited supply of residences in the area. As part of its commitment to this cause, the city of Oxford has allocated $15,000 to the Oxford-Lafayette Housing Trust Fund to enhance marketing efforts.

Current statistics reveal a concerning trend regarding housing costs in Oxford, with average rent prices reaching $1,834 per month as of 2024. The student population at the University of Mississippi has grown from 11,405 in 2000 to over 24,000 in 2024, contributing significantly to the increasing demand for housing and the subsequent issues arising from it. Residents have voiced concerns about being priced out of the market, attributing these challenges to the influx of students and intensified activities from property investors.

Kayla Hilliard pointed out that the waiting lists for affordable housing are lengthening, highlighting systemic issues related to supply and demand. To address these challenges, the LOU-HOME Project is committed to facilitating affordable housing opportunities through the development of communities targeted at individuals earning below 60% of the average income.

Further complicating matters, landlords like John Russell have noted that rising rental prices are influenced by increased property taxes, insurance costs, and the high demand created by the expanding university enrollment. A concerted effort from both local government and community organizations remains critical in addressing the ongoing affordable housing crisis in Oxford.
